Course Details

The Centre for Leadership Excellence is pleased to support development opportunities from the University of Tasmania.

The Graduate Certificate in Healthcare Redesign is designed to guide you through the process of identifying and diagnosing a health service delivery issue, to develop potential solutions and undertake or plan their implementation. The course involves four (4) units of study undertaken over 1 – 2 years (UTAS run three semesters a year). Content is delivered online and two units are supported by masterclasses delivered by UTAS experts face-to-face in Brisbane.

Your expertise will be developed in scoping and planning, implementation and evaluation of evidence-based health service improvements. You will complete the Graduate Certificate in Healthcare Redesign by undertaking a workplace project that you identify to help transform and/or optimise service delivery – this can involve a project that is developed in a multi-disciplinary team or in conjunction with other health service providers (for example, Primary Health Networks). Support from your manager or sponsor is encouraged. Data and analytics from SPR are available to support projects.

Program objectives

  • Apply relevant theories, methodologies, and frameworks to the redesign of healthcare services, and interpret the influence of contextual factors operating at different levels within your healthcare sector, relevant to health service redesign.

  • Develop and apply critical-thinking skills, drawing on knowledge of relevant theories, frameworks, and contexts, to improve practices within a person-centred healthcare context.

  • Select and apply relevant frameworks, methodologies, and sources of evidence to analyse and implement contextually fit-for-purpose healthcare improvements.

  • Apply personal insight, communication skills and leadership skills as a vehicle for transfer of knowledge to a variety of audiences towards the continual improvement of healthcare services, at a local level.

How much does it cost?

UTAS is currently offering Queensland Health employees access to a 50% HECS fee waiver scholarship. This will mean the direct* financial cost for undertaking the Graduate Certificate is $2,600 (50% HECS contribution) and a UTAS administration fee (approximately $50 per semester). Responsibility for the payment of these fees and travel costs to attend masterclasses should be discussed and agreed with your line manager.

What support do I need?

Throughout the course there are two day-long masterclasses for students to attend in July, October or February. Masterclasses will be held in Brisbane and it is ideal for students to attend these masterclasses face-to-face. UTAS also provide a flexible format for masterclass delivery which includes the ability to participate online if required.

What are the entry requirements?

UTAS opens this course to people with an undergraduate degree or equivalent experience/qualifications. To be eligible for the HECS waiver scholarships, applicants will need to be an Australian citizen or permanent resident.

Will I incur a Fringe Benefits Tax liability?

Even though only a small cost will be incurred by you for this course, it will give rise to a reportable fringe benefit. The taxable value of the fringe benefit will be the value of the HECS debt waiver provided by UTAS and will be reported in the FBT return and is known as a Non-Salary Packaged Benefit (NSPB).

Please note that salary packaged fringe benefits will take first priority when applying the $17,000 GUTV FBT exemption cap, from 2023/24 and future FBT years. This means that that eligible employees will be able to utilise the full value of the FBT cap for salary packaging and QH will fund the FBT costs for the non-salary packaged benefits.
