Procurement encompasses the whole process of buying goods and services from organisations external to your HHS. It begins when a need is identified, and a decision is made to purchase to meet this need. This includes:

Determining which suppliers to approach for quotes and pricing.

Requesting quotes and issuing tenders.

Negotiating terms and pricing.

Signing and managing contracts.
Procurement Principles
There are 6 procurement principles Queensland Health staff should adhere to:
01. Planning and approvals
Confirm budget before engaging suppliers.
02. Research and quotations
Identify needs, explore options, and gather supplier quotes.
03. Evaluations and purchase
Assess proposals against criteria, select the supplier, and finalise purchase.
04. Establish contracts
Negotiate and formalise terms, conditions, and deliverables in a contract.
05. Manage the contract
Monitor supplier performance, ensure compliance.
06. Contract close out
Finalise obligations and review outcomes.

Contract management
In Queensland Health, contract management is the process of overseeing and administering supplier or service agreements to ensure all contractual obligations are met in line with departmental policies and standards. It includes monitoring performance, managing risks, and maintaining compliance to deliver value for money and support quality healthcare outcomes.

Contract Owner
Executive member accountable for the budget/cost centre that funds the contract. Contract Owners have the authority to endorse contract terms, extensions and variations; and they appoint the Contract Manager.
Contract Manager
Contract Manager
Manages contracts by managing performance, KPIs, variations, extensions, disputes and monitoring compliance. Contract Managers perform or supervise the performance of administrative activities during the contract life cycle.
Contract Administrator
Contract Administrator
Performs administrative activities during the contract life cycle including contract record keeping requirements, information management and cost control.
